This master thesis investigates how organizations govern and oversee AI-based People Ana-lytics to mitigate ethical risks and ensure responsible use in Human Resource Management (HRM). As artificial intelligence (AI) increasingly supports HR functions like recruitment, per-formance evaluation, and employee engagements, organizations benefit from enhanced op-erational efficiency and data-driven decision-making. However, the integration of AI into HR also introduces critical ethical risks, including algorithmic bias, transparency deficits, ac-countability gaps, and privacy violations.
The study adopts a qualitative, exploratory methodology that combines a literature review with insights from expert interviews with HR practitioners and consultants. Through thematic analysis, it examines how organizations operationalize responsible AI governance through in-ternal mechanisms and regulatory compliance.
Findings reveal that effective governance requires three integrated components: adherence to ethical principles (fairness, accountability, transparency, and explainability), structured internal governance mechanisms (i.e., ethics committees, human-in-the-loop systems, audit processes, and training programs), and compliance with external regulations (i.e., GDPR and the EU AI Act). However, implementation remains inconsistent across organizations, with sig-nificant variation in governance maturity levels. The research demonstrates that translating ethical principles into enforceable protocols represents the primary challenge rather than identifying the principles themselves. Organizations with comprehensive, cross-functional governance frameworks tend to exhibit greater success in mitigating risks while maintaining operational effectiveness.
The thesis proposes a multi-layered governance architecture to support HR leaders in bridg-ing ethical aspirations with practical implementation, realizing the benefits of People Ana-lytics while ensuring the responsible use of AI in HRM.
